Summary

The Lead Medical Support Assistant (LMSA) serves in the Access Scheduling and Management Service (ASMS) at the Salem VA Healthcare System. In this role, the LMSA acts as the primary liaison between the Supervisory Medical Support Assistants overseeing the Consult Management Team (CMT) and all Advanced Medical Support Assistants (AMSAs) within the team.

Help

The position functions as a Lead Medical Support Assistant in Health Administration Service.

Duties include but aren't limited to the following:

- Schedules, cancels, and/or reschedules consultation appointments both within the VA healthcare system and in the community based on Veterans preferences, Community Care eligibility criteria, and established community care scheduling processes when appropriate in accordance with VHA national scheduling guidelines

- Utilizes the community care tools admin screening triage tool, Health Share Referral Manager (HSRM), External Provider Scheduler (EPS), Veteran Online Scheduling (VAOS), Community Provider Locator, and demonstrates knowledge of the Veterans Health Information Exchange (VHIE).

- Capture the Veteran's community care appointment scheduling preferences using the Consult Toolbox (CTB) as appropriate unless the Veteran decides to self-schedule.

- Contacts the patient and discusses options for internal/direct VA care vs. Community Care (when appropriate) based on Clinical CMT guidance.

- Communicates with in-network community-based medical offices/facilities to schedule appointments and communicates with the patient and team as necessary. - Demonstrates understanding of the purpose for the Standard Episode of Care (SEOC).

- Understanding and Interpreting clinical staff orders/instructions as appropriate per documentation provided on the consult

- Obtaining medical documentation from community providers, documenting this information accurately in the appropriate system, communicating accurately and timely to the appropriate clinician or team as needed

- Interacting with internal and external customers to achieve desired outcomes - Entering no-show information correctly, capturing missed opportunities appropriately and process both VA and community care consults per scheduling directives - Verifying and updating demographics and insurance information.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
  • Experience: Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

GS-07 Grade Determination:

  • Experience. In addition to the basic requirements, to qualify for the GS-7 grade level requires a minimum of one (1) year experience at the next lower grade level (GS-6) withassigning workflow in an interdisciplinary unit; responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings.

  • Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:

    • Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
    • Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
    • Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
    • Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff.
    • Ability to provide staff development and training.
    • Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

Preferred Experience: VA direct and/or community care scheduling experience of 2 years.

The full performance level of this vacancy is GS-7.

Physical Requirements: The work is primarily sedentary with prolonged periods of sitting. The work requires moderate lifting, carrying, pushing, standing; reaching above shoulder; use of fingers; ability to read without strain; ability to hear the whispered voice with or without hearing aid; emotional & mental stability.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
