We are looking for a Certified Residential Right of Way Appraiser to join our team in TN or KY.

The Impact You'll Make

  • Assist in managing all aspects of the ROW program, including scheduling, budgeting, and performance management. This may involve leading teams of agents, and consultants in accordance requirements for acquisition of land and easements under the law of eminent domain, following Federal Highway Administration Guidelines.
  • Assist in managing contracts with and oversee the work of fee appraisers, review their reports, and approve or recommend values for complex properties. The manager is responsible for ensuring all appraisals comply with regulations such as the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA), also known as the "Yellow Book".
  • In addition to managing external appraisers, this position may conduct in-house valuations. They must demonstrate a deep knowledge of appraisal methods, including valuation for partial takings and damages.
  • Lead negotiations for the most sensitive or high-value acquisitions. This includes dealing with complex property rights, easements, and resolving issues that may have reached an impasse. They may also serve as the department's representative in mediation sessions.
  • Ensure all acquisition activities, appraisal reports, and relocation assistance programs are in full compliance with federal and state regulations, including the Uniform Act. They must also prepare comprehensive status reports for management and boards.

The Expertise You'll Bring
  • Graduate of a college or university with a bachelor's degree
  • A minimum of 8 years of progressively responsible experience in right-of-way with several years in a supervisory or project management role.
  • Certified Residential Appraiser
  • Possess a valid driver's license, some travel will be required
  • Strong verbal and written communication skills to effectively interact with a diverse range of stakeholders.
  • Proficiency in Microsoft Office Suite, including Word and Excel.
  • High level of attention to detail and strong organizational skills.
  • A proactive and self-motivated work ethic with the ability to manage multiple tasks.
  • This role requires a blend of management, interpersonal, and technical skills. These include strong negotiation and conflict resolution abilities, excellent written and oral communication, knowledge of real estate law and land valuation.
