Position Overview:
A large-scale infrastructure and utility organization is seeking a Director of Strategic Sourcing & Supply Chain to lead enterprise-wide sourcing, procurement, supplier management, and supply chain strategy initiatives supporting critical infrastructure expansion projects. This individual will oversee both direct and indirect sourcing functions while partnering closely with executive leadership, operations, engineering, construction, and external suppliers on long-term strategic initiatives tied to large capital projects and operational continuity.
The ideal candidate will bring a highly strategic sourcing background beyond transactional purchasing and cost-cutting initiatives, with experience building supplier strategies, negotiating complex vendor agreements, improving sourcing operations, and leading large-scale procurement efforts within utility, energy, infrastructure, industrial manufacturing, or similarly complex environments.
Key Responsibilities:
• Lead enterprise-wide sourcing and procurement strategies supporting large-scale infrastructure, transmission, construction, and operational projects.
• Oversee full procure-to-pay lifecycle activities including vendor identification, supplier qualification, sourcing strategy development, supplier negotiations, contracting, purchasing, and supplier relationship management.
• Develop and execute sourcing strategies for both direct and indirect materials and services.
• Identify, assess, classify, and strategically manage Tier 1 and Tier 2 supplier/vendor relationships.
• Develop strategic supply continuity and vendor partnership initiatives to proactively mitigate supply shortages and improve long-term material availability.
• Lead supplier negotiations involving long-term agreements, allocation strategies, prepayment structures, and preferred vendor partnerships to ensure supply continuity during constrained market conditions.
• Support sourcing operations tied to large-scale infrastructure expansion and capital projects involving complex material demand forecasting and procurement planning.
• Collaborate cross-functionally with engineering, operations, construction, finance, legal, and executive leadership teams to support enterprise-wide business objectives.
• Lead, mentor, and develop internal sourcing/procurement leadership personnel and outsourced contractor/vendor relationships.
• Support sourcing technology improvements, process optimization initiatives, and implementation/enhancement of source-to-pay or procure-to-pay systems.
• Drive supplier performance management, vendor accountability, and long-term value creation initiatives across the supply chain organization.
Qualifications & Skills:
• Bachelor's degree in Supply Chain, Business, Engineering, Finance, Operations, or related discipline preferred. MBA strongly preferred.
• Minimum 7+ years of strategic sourcing, procurement, supply chain, or contract management experience within utility, energy, industrial manufacturing, infrastructure, engineering, construction, or similarly complex industries.
• Minimum 5+ years of leadership experience managing managers, large teams, or enterprise-wide sourcing functions.
• Strong experience supporting both direct and indirect sourcing initiatives across materials, services, and capital project environments.
• Proven experience managing full procure-to-pay lifecycle activities from sourcing strategy through supplier negotiation, contract execution, purchasing, and vendor management.
• Experience implementing or improving source-to-pay/procure-to-pay systems and operational sourcing processes strongly preferred.
• Demonstrated experience building strategic supplier relationships in supply-constrained industries where continuity planning and allocation strategy are critical.
• Strong negotiation, executive communication, stakeholder management, and supplier relationship management capabilities.
• Experience supporting highly matrixed organizations with cross-functional operational and executive collaboration.
• Utility, infrastructure, transmission/distribution, energy, EPC, oil & gas, industrial manufacturing, or large-scale operational sourcing experience highly preferred.
• Experience supporting enterprise-level capital projects and large annual procurement spend environments strongly preferred.
