We will continually improveboth the delivery of our products and services and the processes that support that delivery to provide a safe,efficient, environmentally sound, and fiscally responsible transportation system that delivers economicopportunity and enhances the quality of life in Kentucky.By joining our Project Development Section as a Right of Way Agent I in Hopkins County, you'll have theopportunity to under immediate supervision, perform beginning level professional work in one or more phases ofthe highway right of way program.
Responsibilities include but are not limited to the following:
- Assist appraisers in gathering data to write appraisals including compilation of sales data. Performsminimally complex appraisals.
- Examines records for title abstractions, property ownership, mortgage, encumbrances or tax delinquency.Delivers checks to property owners, assists in closing and release of mortgages and liens. Conduct remediationand reclamation investigations, monitor clean up, review contractor plans, to ensure compliance with federal state laws and regulations.
- Assists with negotiations for acquisition of property for highway projects. Performs minimally complexacquisitions.
- Assists relocation assistance agents in carrying out the relocation assistance program.
Skills and Expectations include but are not limited to the following:
- Learn how to prepare eminent domain appraisals.
- Develop negotiation skills.
- Research skills for courthouse records, property ownership, liens, and sales data.
- Physically inspect properties to ascertain improvements, dimensions, and location of unseen utilities.
- Familiar with Microsoft Office Suite.

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree in business administration, public administration, or related field.
EXPERIENCE, TRAINING, OR SKILLS:NONE
Substitute EDUCATION for EXPERIENCE:NONE
Substitute EXPERIENCE for EDUCATION:Under the laws of eminent domain (exercising the right of condemnation), broad experience in at least one of the following areas will substitute for the required education on a year-for-year basis: 1. Professional duties of research for and preparation of documented appraisals (value of property, land, structures and improvements) through the Appraisal Process which are then approved for Right-of-Way acquisition; 2. Initiating and conducting problem solving negotiations including details of appraisal and offer with owner leading to approved settlements or condemnation; 3. Initiating and providing relocation assistance including but not limited to reimbursement of moving expenses, replacement housing computations, and reestablishment expenses to displaced persons, businesses, or non-profit organizations; 4. Handling the disposal of improvements and environmental cleanup on properties which may include carcinogenic or hazardous materials. (Eminent Domain is the right of government to take or to authorize the taking of private property for public use, just compensation usually being given to the owner). Current or prior military experience will substitute for the required college on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):Must possess a valid driver's license to qualify for employment in this job classification. Within six (6) months of employment, shall provide the hiring agency documentation that employee is a Notary Public properly commissioned and bonded in the Commonwealth of Kentucky. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification. Employing agency is responsible for ensuring employee possess and maintains required licensure(s), certification(s) or other credentials.
Working Conditions
Work typically involves extensive contact with the public. Work is performed in all types of weather conditions. Statewide assignments and overnight travel will be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
