Join our Regulatory Team as a Senior Transmission Rates & Cost Analyst!
Southwest Power Pool (SPP) is seeking a Senior Transmission Rates & Cost Analyst to join our Regulatory team and serve as a subject matter expert in electric utility transmission rates, cost allocation, and related policy impacts. This role plays a critical part in shaping how transmission costs are calculated, allocated, and implemented across the system—supporting accurate settlements, regulatory compliance, and informed decision-making.
The Senior Transmission Rates & Cost Analyst is responsible for developing and evaluating complex financial and rate models, reviewing transmission owner rate filings, and ensuring approved rates are accurately implemented within settlement and billing systems. This position provides strategic analysis and technical expertise to executive leadership, stakeholders, and the Board and represents the organization in regulatory proceedings, stakeholder forums, and educational settings.
The ideal candidate brings advanced analytical judgment, deep regulatory knowledge, and strong communication skills to evaluate rate design, cost responsibility, and policy implications across a dynamic transmission environment.
What You'll Do
Strategic Analysis & Modeling
Develop, evaluate, and maintain complex financial and rate models used to calculate utility revenue requirements and transmission rates, ensuring alignment with cost recovery principles and policy objectives
Review and analyze transmission owner rate filings and supporting documentation to assess accuracy, compliance, and achievement of intended rate outcomes
Independently assess pricing methodologies for transmission facility use and apply validated inputs to populate organizational transmission rate structures
Conduct internal analyses of rate models and cost impacts to support executive leadership, stakeholder discussions, and Board-level decision-making
Ensure approved rates and cost allocations are accurately implemented in settlement and billing systems, supporting compliant and accurate invoicing
Analyze cost allocation methodologies and rate design outcomes to evaluate equity, policy alignment, and system-wide impacts
Assess financial and operational impacts of policy development or changes on rates, models, and stakeholder cost responsibility, providing recommendations as appropriate
Support long-term strategic planning by evaluating how current rate structures and cost allocation approaches align with future system needs and policy direction
Technical & Regulatory Writing
Draft, review, and explain technical language for FERC filings, tariff provisions, testimony, and related regulatory materials associated with transmission rates and services
Partner closely with Legal staff and company witnesses to support regulatory filings and ensure technical accuracy, clarity, and defensibility
Prepare clear, concise summaries of stakeholder working group discussions for internal and external audiences
Develop educational materials, briefing documents, and written explanations to support stakeholder understanding of complex rate and policy issues
Presentations & Stakeholder Engagement
Prepare and deliver technical presentations as a subject matter expert for internal teams, stakeholders, and external audiences
Translate complex analytical, financial, and regulatory concepts into accessible explanations for audiences with varying levels of technical expertise
Support stakeholder education and engagement efforts related to transmission rates, cost allocation, and policy impacts
Research & Policy Monitoring
Monitor regulatory developments, tariff provisions, and industry trends related to transmission rates and cost allocation
Provide timely, accurate responses to internal and external inquiries by applying current regulatory and policy knowledge
