Technical Program Manager (Full-Time/Part-Time)

PAY RANGE:

$180,000.00-220,000.00

We are a Women-Owned Small Business with a mighty mission to provide the best analytical and technical solutions for our clients. As a Technical Program Manager at Skyline, you'll be leading a team of engineers to create custom tools, analyze data, and produce reports in our OPIR program area. This is a position out of our Tysons, VA office to support customers in the DC-metro area. This position is contingent upon the successful award of the contract.

RESPONSIBILITIES:

  • Oversight over the team's daily activities, priorities, and customer interface
  • Leading team of scientists and engineers, performing work for government clients.
  • Oversee and manage the schedule, budget, and performance for each effort
  • Prioritize customer requirements and tasks for team members
  • Create reports and presentations on the capabilities of the team, progress towards milestones, and deliverables
  • Develop, maintain, and execute program plans and schedules
  • Increase team productivity by creating processes and streamlining requirements generation/reporting
  • Actively works toward creating a positive team environment for both staff and clients.

REQUIRED QUALIFICATIONS:

  • Active TOP SECRET/SCI with poly: This position requires a security clearance, which is issued by the US government. U.S. citizenship is required to obtain a security clearance.
  • Bachelor's degree in Image Science, Engineering, Applied Physics, Applied Mathematics, Computer Science, or related fields, and 15 years of experience
  • Experience in software development, algorithm development, and custom tool sets
  • Experience leading and mentoring a team of scientists and engineers
  • Experience with remote sensing, image processing, and/or digital signal processing
  • Experience working with electro-optical imaging systems such as OPIR, Hyperspectral, or Multispectral platforms
  • Excellent documentation skills, organizational skills, and verbal communication (including presentation) skills
  • Ability to work independently or with a team
  • Willing to relocate to the DC Area
  • Experience with Python
  • Active TOP SECRET/SCI w/ Poly

DESIRED QUALIFICATIONS:
  • Master's degree in Image Science, Engineering, Physics, Mathematics, or related fields, and 10 years of experience
  • Experience leading a TCPED team
  • Experience leading an OPIR-type project
