Salary:
$58,157 - 93,059 USD Annually

Job Summary:
Supervisory professional accounting position which includes preparing, reviewing, and maintaining a general accounting system and related financial reporting (internal and external) for municipal government. An employee in this class is expected to exercise independent professional judgment based on knowledge of accounting practices and principles, and supervises professional, clerical and technical personnel. Must have the ability to multi-task and complete varying assignments while meeting departmental deadlines.

Work is performed under the general supervision of the Assistant Finance Director.

Hiring Range: $58,156.80 - $66,882.40

Additional Compensation/Benefits:
- Additional $3,800 employee benefit dollars; the unused balance of which can be kept as taxable income

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops and conducts internal training sessions and programs

Technical
  • Develops, performs, and manages various accounting functions such as:
    • preparing account reconciliations
    • utility billing and rate analysis
    • loan and grants management (monitoring, recording, auditing, and reporting)
    • researching accounting and reporting issues and developing recommendations, inclusive of issues related to application of generally accepted accounting principles
    • preparing year-end account analysis and adjusting, closing, and reversing journal entries
    • preparing statements and statistical reports and maintaining up-to-date, accurate files
    • preparing, reviewing, and filing of state sales tax and federal payroll returns
    • conducting daily accounting operations
  • Prepares annual financial statements and audits related schedules and analysis
  • Reviews, develops, and improves accounting processes and systems, including systems of internal accounting control within the department and throughout the City
  • Researches accounting and reporting issues and develops recommendations, inclusive of issues related to application of generally accepted accounting principles and account analysis
  • Maintains accounts in compliance with federal, state, and municipal laws, City policies and procedures and rules and regulations
  • Performs analysis of accounts, and calculates percentages of change of revenues and expenditures for use in financial reporting; extracts, classifies, and summarizes information from computer reports
  • System administration responsibilities for accounting and other software
  • Serves as a liaison for billing and process partners inside and outside of the organization
  • Prepares and assists with City Commission reports and presentations
  • Completes special financial projects as assigned

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS

Education and Experience:
  • Bachelor's degree in accounting and three (3) years directly related professional experience in accounting or equivalency of training and experience
  • Supervision experience in governmental finance setting is preferred
  • Professional certification is preferred - Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), Certified Public Finance Officer (CPFO), Certified Internal Auditor (CIA), etc.
  • Valid Driver's License

Knowledge, Skills, and Abilities:
  • Knowledge of governmental accounting principles, procedures, and practices
  • Knowledge of laws, rules and regulations pertaining to budgetary accounting for government agencies
  • Knowledge of modern office practices and procedures relating to governmental accounting
  • Ability to apply accounting principles to the preparation and maintenance of accounting records
  • Ability to perform detail work involving written or numeric data and to make mathematical calculations rapidly and accurately
  • Ability to analyze transactions, identify errors, and prepare adjusting journal entries
  • Ability to communicate clearly and concisely, both orally and in writing

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work Environment: 100% inside a climate controlled building.

Physical Requirements: The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations and repetitive motion, with occasional bending/stooping and reaching. On rare occasions the work requires: climbing, grasping, kneeling, and lifting/carrying objects weighing up to 15 pounds.

Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone. Seeing: Ability to see and read computer monitor screens and read normal and fine print.

Technology: The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators and all associated software. The work also requires proficiency with computer hardware and software programs including word, spreadsheet and/or database applications, internet applications, and database management.
